It should be under 100 dollars to machine a small, cheap aluminum box with some holes in it without welding.

Think the Miabot pro chassis, this is linked with my earlier post about a small robot. The reason I must keep it cheap is that I am only 14 and need the entire package cheaper than 400 dollars.

What are you looking for exactly?  (dimensions, thickness, etc.)

It would be a 3x3x3" hollow cube with a screw-on top, it would have to fit two small servo motors, the Axon micro controller and two small holes in the front for stereoscopic infrared. The walls would have to be about .1" thick from the outside. Like the Miabot pro, it would have indented spaces for wheels so they would not fall outside of the chassis.

That's only on plate aluminum though.

My suggestion is to get a piece of plate aluminum cut, and then do the bending into the desired shape.  MUCH cheaper.

If you can tolerate some variation in the dimensions, Bud Industries, Inc. makes some very nice cast aluminum boxes with screw-on tops.  For example, Model # AN-1310 is 4.00" x 4.75" x 4.75" with 0.130" thick walls.  Price is $34 at Newark Electronics.  There are many other sizes to choose from.
