need help-some queries

hie-
i am new to the field of robotix-first year IT undergrad
i have a project to do-
Problem Statement: To make an autonomous guided vehicle which can navigate on a road, stopping at zebra-crossing, following traffic lights and reaching an end point.
specifications-•   The dimensions of the bot cannot exceed 1.5m x 1.5m x 1.5m.
•   The bot must be autonomous and must not have any manual intervention during its run.
•   Wired communication between bot and Processor is allowed . However there would be no power outlets in the arena. So you need to bring you own power supply / batteries to run the bot.
•   The bot should have provision for a button to stop the bot.
•   Mounting of a laptop or any kind of hardware on the bot is allowed.
•   The robot is allowed to have external light sources on board, e.g an on board flashlight or headlight. However the flashlight cannot be toggled, (i.e shut on and off) manually during the run.
•   Bot should be able to operate under all conditons of weather.
•   Any type of sensor e.g camera is allowed for the robot.

tel me how to go about it?
what shud be the best batteries to be used?
keep in mind suggest onli cost effective ones
how to interface the hard ware and software??????
