Non tactile Positional Encoder

Hi,
I am looking for a non tactile encoder but with a range of 2"-7" . Can IR do this ? Meaning there is a distance of maximum of 7" between IR transmitter and encoder wheel. Looking for at least 360 clicks per rotation.

Is there some clever way to do positional sensing using a hacked tachometer ( used to measure RPM)  or something .

Is laser what I am looking for ?

that or a sharp IR ;D

(tachometer isn't very accurate)

or perhaps use a stepper motor?
