Title: Help with a camera for computer vision

I was reading through the Computer Vision tutorial on this website and I'm really interested in trying to write some of the algorithms they had pseudo code for.  I'm having a problem starting because I'm not entirely sure how to go from input from a camera to the 2D image matrices I can work with.  Are there programs that would do that for me?  I've seen multiple posts mention roborealm.com, but I'd rather use a free alternative (if possible).

I have a spare HP Deluxe Webcam (https://h10057.www1.hp.com/ecomcat/hpcatalog/specs/provisioner/05/KQ246AA.htm) and I was wondering if I would be able to use that for capturing the images/videos?  I'm okay with getting a different camera if mine wouldn't work, but I'd prefer not to spend more than $40 if possible.
