next generation blimps - highly maneuverable

The P-791 uses downward thrusters to increase lift, along with rotating vector thrusters in the back, to dramatically increase maneuverability. This would definitely make a great robot, a quad-rotor-blimp hybrid, no?

I can imagine that blip would hold a LOT more people than a plane.
