What tools can you use to cut HDPE into the shapes you want?

by hand use a coping saw, or a hand held power jig saw.
then use a hand held power drill to make holes.
if your making holes for screws, drill slightly smaller than the screw hole, and the screw with be self threading

Basically anything you would use to cut wood you can use with hdpe.

Just an addition: for thin sheets of HDPE, like less than 1/8", you can use metal sheers or a good pair of sharp scissors.
