I am new to microcontrollers and have been trying to find the best way to program a 16f57(or 16c). Could someone help me with the cheapest way to program them, I dont need to program any other types at the moment, thanks in advance.

The cheapest (but definitely NOT easiest) method is to make your own PIC programmer (just google for instructions).
Then look for PIC programming software to interface with the hardware (again, google for it).
