I have 1 more question: can a person use a satellite dish to control the robot from far away?

Building something that "looks" like a rover is just a matter of making the parts up to make it look like that. The satelite dish is essentially a radio antenna, just with a parabolic on it.

I looked up about the camera and the solar panels.
But can someone help me design(just the breadboard diagram ) for the rover's base.
It should be capable of straffing and 360 Degree rotation.

There is a robot in the members written tutorials that is capable of doing what you want your "rover" to do. I would contact that author and perhaps they could help you with what you need.
