Title: romeo using xbox controller for windows

would tis let me use a xbox controller on a robot ???
and if it did would it work with a romeo?

No. That is a  device-side USB (ie meant to be pluged into a USB host otherwise know as a computer). The Xbox controller is also a device side USB. You need something that acts as a USB host.
