can i use stepper motor without the driver?

its just too expinsive its like 175 g.p for the driver while stepper is 45 g.p
1$=7g.p
so tell me can i use the stepper without the driver?
i have pic16f877a

You don't say 'what thing' is expensive - just 'the driver'.  No idea what you are looking at....
But "yes you need some extra hardware to provide the current required by a stepper motor" - the pins of an mcu cannot provide enough current to drive any kind of motor.

well if can get some cheap transistors, you can use appropriate transistors to make darlington pairs and use them. I'm not sure but i believe IGBTs can also be used ( never used them like this though)
