Looking for someone who knows robotics in los angeles area

I am looking for some one I can pay to help me build specific robotic type device.
I have most of the parts but lack the expertise to figure out the minutia.

It is a large pan and tilt device
I am using 12v wheelchair motors,
I have a roboteq 2550  http://www.roboteq.com/ax2550-folder.html
I have not figured what type of sensors to use to provide positioning feedback or how to deliver the feedback
I have 2 hobby “servo testers” to provide input but I suspect that the 5k pots do not have enough resolution. And may not be compatible with a better motor feedback
I can weld/ cut/ lath drill and buy things

I need :

1 The motion to be smooth
2 to use 2 hand wheel inputs
2 To be proportional to a hand wheel input
3 To be able to change the proportion of input (ie 2 to1 or 1 to1 rotations)
4 run on 12 v
5 have adjustable dampening/feathering

If this looks like a challenge you can easily help me solve and live in the LA area and could use some extra money please contact me

I can't help you I'm from MA but you should try using an accelermeter along with a microcontroller or laptop (depending on your budget).
