$50 Robot Photoresistors

Hello,
I'm a complete beginner when it comes to working with electronics, but wanted to work through the $50 Robot tutorial so I would have something fairly simple to use as a learning tool, mostly for the programming side of things.
Now that I'm reading the photoresistor tutorial, I'm a bit unclear as to how to wire these things up. Specifically, the part where it says "You will also want to solder a blue (or whatever color) wire to the other wire coming out." is completely confusing. I'm not sure if this is supposed to be on the power or the ground/resistor side, or how this would work in either case.
Could someone please set this confused guy straight?? ???

On your two leads of your photo resistor, one lead will be positive(red), while the other will have ground and the input for the IC.

So just solder a resistor just below the photocell and with the two leads sticking out, heatshrink them both.

The Vin is Red wire
Ground is Black wire
The Vout is Blue wire

Is the other wire of the photoresistor that solder to resistor (Vout).
