Hello - I would firstly like to thank everyone who helped me in the mechanics section of the forum, now I have some more questions - this time about electronics.
I am looking to wirelessly reprogram my PIC micro-controllers, but I am lost as how to actually do it
I read some information on doing it through RF modules that interfaced through the PC serial port. The problem is none of my comps even have a serial port - all USB
I would like to complete this project for under 50$ - is that possible?
Thank you for any information or ideas that you can provide.

The easiest way is to use Bluetooth as a wireless serial link. You need a Bletooth USB dongle for your computer and a Bluetooth serial adapter with a built in antena to plug in your robot's Rx and Tx (and power) like this one: http://www.sparkfun.com/commerce/product_info.php?products_id=582 (http://www.sparkfun.com/commerce/product_info.php?products_id=582)
It will be a little more like in the $100 price range, but with the least hassle.

Ill write up a tutorial to wirelessly reprogram AVR's in the next 2 months probably. Im using the Easy Radio transceiver which costs about $50.
