My $50 circuit isn't working :(

Hello - firstly, the electronics part is not really my forte at all and I am waiting for the programming side.  I have just made my circuit and ... nothing.

No smoke, no light.  I have followed everything (I thought) word for word and I have my battery pack plugged in.  I am sitting with a multimeter and I know I have current all the way up to LED and then nothing - just in case I made a temporary connection with an additional LED but still nothing.

Please can somebody tell a noob what to look for?

LED doesnt light up when you plug the power in, you have to program the microcontroller to turn the LED on.

 :D cool that's cheered me up... so if there's no smoke is it safe to plug in the microcontroller now?
