1:1 transformer to create negative and positive rails ???

I was wandering if it is possible to create negative voltage rail with a use of 1:1 transformer  ???

It's a lot more complicated than that I'm afraid. Transformers don't work with DC. You'd need a circuit to generate AC and feed that through a transformer with a center tapped secondary.
