Ok so hodge podging something Like the Max232 IC together.

Datasheet for CD4049UBE
Given:
RS232E

H = -3v/-12v
L = +3v/+12v
TTL

H = +2v/+5v
L = 0v/+0.8v

CD4049UBE Pin 1 -> +5v
CD4049UBE Pin 8 -> +0v

Sends -V to CD4049UBE when RS232 Low is on DB9 Pin 3
DB9-Pin 3 -> PNP(Q1) Base
PNP(Q1) Emitter -> CD4049UBE Pin 3
PNP(Q1) Collector -> 0v

For AVR's
CD4049UBE Pin 2 -> MCU Pin 2(PD0)
MCU Pin 3(PD1) -> CD4049UBE Pin 4
CD4049UBE Pin 5 -> DB9 Pin 2

For 8051's
CD4049UBE Pin 2 -> MCU Pin 3.0
MCU Pin 3.1 -> CD4049UBE Pin 4
CD4049UBE Pin 5 -> DB9 Pin 2
