It's not a 100% robot-related question, and the answer might be obvious, but I thought I would ask anyway (the answer may be useful for robotic applications):

I have an instrument that transfers saved data (in ASCII or binary format) out of a RS 232 serial port.  I want to receive and view this data on a PC.  Do I merely attach a serial cable between them and send the data?  I think something else has to be done, but I don't know what.

Thanks in advance for any insight provided.

You need a program that runs on the PC and does something with the serial port data. If a program doesn't suit your needs, write one. You could use RobotBASIC.
