There are lots of differences. In short, NXT is much better.

RIS                                                                                       NXT

- building parts:
bricks, plates, beams, studless beams                                       studless beams only

- motors:
2 geared DC motors                                                             3 geared DC motors with integrated encoders

- sensors:
2 Touch, 1 Light sensor                                                       1 Touch, 1 Light, 1 Sound, 1 Ultrasonic sensor

- intelligent brick:
RCX, 8 bit microcontroller                                                     NXT, 32 bit microcontroller

- display:
small, 4 digit display                                                            big graphic display

There are other differences, but don't remember them all by heart. Do a search on Google.

the nxt can control servos instead of motors and the servos have built in rotation sensors. i have both rcx and nxt. I say if you're thinking of buying a lego robtics system buy the nxt it's worth the extra$. also the nxt can control more sensors than the rcx, and they are better sensors. the rcx only has light sensor and touch sensor, while the nxt has sound sensor ultrasonic sensor light sensor, and touch sensor.
Robots are awesome!
