Change "walking" to "driving" and it's a YES, if you have the skills (it's definitely not a beginners project).

A rather fast and fairly heavy robot with quite large wheels needs what? A lot of power?

if you just want to go straight and be powered by a single wheel its simple in theory if you can have other wheels to keep the balance
