Does anybody know if 1601 has flash loader?

do you mean the 64k series 1621? not finding the part your asking about. The 64k series has a 1621. Part number Z8F1621 or 22 has a flash loader. I like the z8 encores but that 3.3v supply kills me every time! not enough ics to interface with it at that voltage
