Yes:

If you are looking for a kit to get started i can point you to:
(in order of most-expensive to least)
Parallax Sumo: http://www.parallax.com/detail.asp?product_id=27400
MARK III: http://www.junun.org/MarkIII/Info.jsp?item=27
Sumorove: http://www.solarbotics.com/

But id actuallly suggest reading the $50 robot tutorial, that will explain a lot.

Radioshack sells those pre-punched PC boards and also a PCB etchant kit to design your own board.

Yes, consult your chip's datasheet for the pins

Other people on the boards can give you better info on this one. You have two choices:

1.The pre-punched: http://www.radioshack.com/product/index.jsp?productId=2103800&cp=2032058.2032230.2032265&parentPage=family
2. or http://www.radioshack.com/product/index.jsp?productId=2102870&cp=2032058.2032230.2032265&parentPage=family

There's some software out there where u can design your circuit board and print it out and somehow transfer it onto the copper board, or i think u can use a marker and draw it out b4 u etch it :P. the more experienced ppl on this board can point you in the right direction
