The reset pin on the Atmega 168 has voltage flowing through it is this wrong

The reset pin on the Atmega 168 is activated by a digital low. It will have voltage flowing through it until you use a pull up resistor and lower the voltage to a digital 0 point, at which point the Atmega 168 will reset.

Nothing to worry about :-)
