What do you need transistors and caps for? What do You want Your LED matrix to do?

What do you need transistors and caps for? What do You want Your LED matrix to do?

I intend to do with flashing lights transistor without using the microcontroller. it is difficult. I do not know how to control the lights without a microcontroller

What you want to control? the circuit will flashing the LED lights using transistors. what else you want to control?
