Title: $50 robot, when should the servos start spinning?

Hi, I just finished soldering the microcontroller, and I soldered in my battery pack. My question is: Should the servos start spinning immediately after they are plugged in? or are they only going to start spinning only after the programming steps?

They are going to spin after you program the microcontroller. Right now the microcontroller is blank, so it won't do anything.

+1 your servos will only spin once your microcontroller is programmed thus being able to send the signal to them
