Title: Should the SDA line on i2c bus be high when not in use?

I'm trying to debug an i2c device that I'm using.  I have 2 i2c pins coming out of my uc, SCL and SDA.  SCL is high but SDA is low.  SDA should also be high when no data is being transmitted, right?

Arrrrrgh.  Many hours of stress could have been avoided had I realized I was looking at the wrong pin.  SDA is indeed high.  nm!
