choosing a microprocessor

I'm looking around for a new microprocessor and I came across this:

I already program with OOpic, so I think it would be a good choice.
Is it a good board to experiment around with?

Unfortunately, it is a good board, but the store has been getting a lot of complaints over the past few months about non-delivery, and no-one has been able to get in touch with the owner in months, by email or by phone.
