Infared Emitter/Detector circuit board problem

i was looking at the tutorial on this site which tells you how to make an ir emitter/detector circuit and was wondering how i use this.

i assume that the vout (i am referring to the first schematic) connects to one of the signal ports on the microcontroller, however does this enable me to read something and if so how/why?

sorry if this sounds stupid or something but i am a complete beginner to this

yeap. that Vout goes to an analog input on your microcontroller.
