FBP project

hey guys
I am therorizing a platform ( hense Flying Blimp Platform) that is suspended below a few party ballons and is propeled by a few computer fans. I know that they will be able to make it move, but It also needs to be steerable. should I make just one fan and move it to steer the FBP or use a stationary propultion fan and 2 others stationary ones to steer it? Also I want to be able to use a 4 CH (5 CH if you count a switch that switches it from one extreme to the other) R/C radio. Any help?

how much do they cost, and how much weight do you thing it could carry if I inflate it so it rises with no extra cargo?
