Is Arduino a good tool to learn electronics with ? Or should I already have a good background with electronics?
BTW if anybody has any suggestions on either topics I would really appreciate it

Yes I think the Arduino is a great learning tool because of all the documentation, support, and tutorials for it. I would get a kit like this http://www.adafruit.com/products/68 (http://www.adafruit.com/products/68)
and follow the tutorials from this guy Tutorial 01 for Arduino: Getting Acquainted with Arduino (http://www.youtube.com/watch?v=fCxzA9_kg6s#ws)

I did a few of them. They are pretty fun and very informative. They touch on both electrical engineering as well as programming.

Arduino is an OK tool to learn microcontroller programming.
To learn electronics, which is a very different animal, you should start with tutorials, that have you build simple circuits while explaining both the circuit, why it works that way and how to change this or that.
(And you should get the most basic tools, like a soldering iron and a multimeter).
