Sorry, there's neither room for it here, nor enough available time left in my life  ;)

Start Googling some basic tutorials or go to your local public library and read read read. When you feel that letters spill out of your ears, experiment, , experiment, experiment - then read some more and experiment again and when you have a specific question, come ask it here - this is a forum, not a book  ;)

A rather fast and fairly heavy robot with quite large wheels needs what? A lot of power?

To measure electricity, you use a multimeter.  Multimeters main function is to measure voltage (unit=volts), current (unit=amperes), resistance (unit=ohms) and continuity.  Check out the tutorials on this website (as Soeren suggested).
