Motor Kv

This Scorpion motor has a motor Kv spec of 332 RPM / V

Does that mean if I use a 12 Volt battery source then motor Kv = (332 RPM/V) * 12 V = 3,984 RPM?

That is pretty much what it means, up to a maximum voltage.  That is also RPM without a load.
