alternative to the cerebellum for a sumo robot

admin alwasys says buy microcontrollers with builtin motor controllers and the like but i cant find any my self
so i was wondering if you guys could help it needs to controll 2 dif drive servos and 1 servo for 1 sharp ir sensor please help it also needs to be less than 30$

Servos do not require a motor driver as they have one built in if that's what you mean.
If you use the atmega8/168/328 you could use the code given here
http://www.societyofrobots.com/robot_50_robot_sharpIR.shtml
as the $50 robot uses the exact setup you are looking for, two drive servos and one scanner.

Yes.
It may be difficult to connect a servo directly to that, so you may want to look into a Roboduino, Romeo Arduino, or a servo shield for Arduino.
