How do the Singapore rotating Cam wheel leg robots work?

I am new to this forum and was checking out this video (below) of the Singapore 2009 robot games of the line following robots. And i cant seem to figure out how they are working and how the cam wheels are used. It looks like they have 3 rotating cams at each wheel spot and are using skid steering like a tank. However are the 3 presumed cams all in the same orientation in the same wheel or are they staggered round the single wheel spot? Also are the four wheel spots or axles in sync or is it similar to Rhex that swings its leg wheels around really fast and then slows them down as they make contact keeping the whole body so its doesn't jolt around? There are four sides that had a set of cams. Each side had four cams, evening spaced at 90 degrees from each other. There were like 10 teams, yet they all had the same basic design . . . but each were a little different here and there.
They called it a 'legged marathon race' . . . but I refuse to call a rotating cam a leg . . .
The only group that left their bot out in public got mad at me when I tried to take a close-up pic . . . so this is the best pic I got . . . you'll need to zoom in.

Seems i still can make out the legs still. However thanks for the info. Ya it seems the kids at these events in asia seem very protective and the websites have very little info on the robots in general. Be it this compitition or others.
