Bootloader Without Hardware Programmer?

I'm trying to be sure I understand what I just read in the tutorials.  The hardware programmer is only necessary if you want to change fuses or if the native bootloader gets deleted from the Axon MCU, correct?  I should be able to interface the MCU directly with the PC and load a file  that way, right?
