CDMA Cellular Module for MCUs

I'm looking for a solution to allow us to use CDMA (Verizon) to talk to some equipment using both RS232 and some Digital I/O. Does anyone know of a solution for CDMA that works with verizon? I'm looking at building my own system as the solutions we have found so far are rather expensive and I need over 40 of them and at $550 a pop its kind of expensive.
