Reading high speed or high count encoders with a Micro

because my current project needs to operates outdoors in the rain, snow and summer heat, I'm
always looking for ways to replace PC(current main controller) functions with a submersible Mirco.

The micro I plan to use can keep track of low count encoders(100cpr) on its own, but can't keep
up with the high count encoders(10000cpr) I'm using(missing counts). Then I tried the LS7166

and it worked sweet, plus the A/B/Z from the encoder connect right to the LS7166 so part count
is kept low(a good thing when dealing with mother nature).
