Ok I got the 34 dollar programmer. I know the arrow points to pin 1 but is it the one on top close to the arrow or the one on the bottom?

The arrow is pointing towards pin 1 - its the one on the same side of the connector as the arrow is.

If you can see the soldered side of the board, pin 1 is usually soldered in a square patch and the rest are in the normal circle patch.
