servos have current limiters?

I am using Futaba S3110 Micro servos. When data logging current draw I have noticed that the current draw of these guys is not only binary (full draw or zero draw), but maxes out at .83A (within input voltage of 6.5V). This comes out to about 5.4W.

Do these servos have current/power limiters/maximizers of some sort? They are only like $14 so Im kind of surprised . . . I have never seen this on standard sized servoes, be it analog or digital.
