Compare the root mean square voltage produced by an ideal sinusoid voltage source with a 10 volt peak value with that of an ideal 10 volt battery?

Attempt:
since battery is direct current the signal is a straight line there is no peak voltage, therefore rms = 0
for sinusoid voltage source with 10volt peak value, rms = 10/root 2.

can someone explain how to solve this?

You should go to your teaching assistant for help with homework.

Your assumption that RMS of DC is 0V is wrong.

The other thing you need to do is calculate the RMS of a sinusoidal where peak is 10V (I'm assuming this is peak-to-zero, not peak-to-peak, but you should check to make sure.)
