atmega8 not detecting

i'm using atmega8 with serial port using ponyprog2000. when i read all, it says "Device missing or unknown device"
I have chcked the wires connected properly.
I have a single LED connected to atmega8 at PC5. When I connect the serial port to my computer, that LED turns on even I switched of all other power supply... Is this what happens?

Please help me, its my first experience of working with MCUs!

and I havent yet programmed it yet but still when I supply pwer to MCU, the LED starts up!

are you refering to the led that is built into the $50 robot board?

Show us a schematic or picture of how everything is wired.

OK i have gone through many posts but just tell me, i'm using windows vista... does that making any problem? i have tried opening ponyprog2000 as administrator...
if vista is a problem, i'll install XP right now!
