$50 LED

 when i try to put in the chip to the i/o socket the LED lights up like it is working. but when i try to program it, it says devices is missing. whats wrong?

you may have a short somewhere. maybe go through your board and check, especially near the led pin.

im look at it and i think that because i used the 4.8 battery method. when i put on the 9v battery i put the + wire on the + 5v regulater and then i got rid of the capciter lead going to the regulater. could that be it?

it should have battery + going to regulator pin 1, then battery - going to pin 2 and pin 3 going to the mcu +v...
also have the middle pin of regulator to common gnd. thats the minimum you need. then you can add power bus...
