If I use this chip http://pdfserv.maxim-ic.com/en/ds/MAX756-MAX757.pdf (max 756) is it possible to have it so when the volts drop below a certain point it switches to a different battery pack? I think it is. I don't need it i just want to know if it's possible.

Nop!!! switching regulators don't always mean that...
But it's a nice regulator anyways!!!
The 3V3 is becoming more and more nowadays!!!
For whom the interrupts toll...
