Regulator question PLS HELP

do i have to join the pin7 and gnd on the regulator?

No. Pin 7 is positive regulated voltage input on the MCU. Aka, the regulated 5v from the VREG goes to Pin 7. You dont want that to connect with ground or it will short out and probably kill your regulator. With ground, you just connect all the grounds together. So GND from the VREG to pin 8 on the MCU.
