3 miles is quite a distance.
I've looked into a bit, it depends on the restrictions in your area.
where would this robot be running?

3 miles? not going to happen unless youre military or have some serious connections with some high up people. Why the need for such long distance? And video transmission at that range will be even more difficult.

ok.. no problem.. tell me wat is ur max range?? and how to make the interface in my computer using java and how to communicate with the robot???
thanks

3 miles, using ethernet? Ain't going to happen. ethernet cable is limited to 100m (well, a lot of stuff limits it, that's the standard value)
Make a wireless network covering a radius of 3 miles, and set up a wireless AP on your robot.
