Not that RoboCarp looks very impressive...

Not after you shoot it to peices with a mini gun ;D

 the mechanism used was just for moving the fish, the design was not intended to propell the fish.

if you want ideas look at the myth 'sharks are afraid of dolphins' i think it was on the super sized special. they add a 'drive system' to propel the  dolphin that is worth having a look at.
