Probably at a machine shop after you supply them with the appropriate CAD files. If you go back to the original YouTube video, there is a link in the description to

that describes the robot. This page

contains a description of the wheels that seems to indicate they were custom machined.
If you have the money, AndyMark

Yeap definitely custom made. I see a lot of people machining that type, even in Thailand.
