Universal battery charger

Hi all,

I'm looking to purchase a universal smart battery charger that can do at least 14.8v Lithium Ion, 12V Nimh and Nicads and 12V Lead acid (not all at once!). 

Does anyone have either that they have had good luck with or recommend?  I'm trying to stay under $150

Also, do I need a cell balanacer / what are they used for (I've never used one before, but they sell them so thier must be a good purpose for them right?).  They're expensive...

Many are available online for under $150, which is why I was wondering if anyone had experience with a specific charger that they could recommend.
