Bad WheelChair motors?

So I saw a eBay posting with a Jazzy Pride WheelChair motors for a good price. He claims that he hooked up the motor to a 12vdc battery to the leads and heard the motor spinning but the gearbox did not engage.

I know this has a brake in it but maybe hes not sure how to wire it correctly? Maybe the voltage was too low. Who knows? So what are the chances that this is a good motor? I mean, he claims he heard the motor spinning. I'm just a bit worried that the gears are bad causing it to not to engage. I also asked the seller if he made sure the manual brakes was disengaged before hooking the wires up. He said the manual brakes was disengaged when he hooked it up. Any advice? Even if the gearcase is bad, is it easy to fix? Its really a good deal

Im guessing the freewheel lever is not pushed in to engage the motor to the gear?

Simple, tell the seller you will not buy it unless he can get the gearbox working.
