Is there any websites that have free shipping or what sites have the lowest pricings that sell electronics components and similar stuff

Mouser.com and digikey.com have $8 shipping which is nice.

for even cheaper shipping, but much much less selection, there is taydaelectronics.com.
and for random electronics gadgets and stuff there is dealextreme.com which has free shipping.

For small quantities of generic components, ebay is typically the cheapest (if you can wait).

Robotshop.ca has free shipping on orders over 250$

Digikey has $4 shipping if your order weighs less than half a pound (for small orders it should).
This may or may not be limited to the US.

Think I'm gonna try mouser.. its just that all-battery.com wanted 16$ for batteries that only cost the same amount

If you look at Digi-Key's shipping information listed through the site map, it states:

* When a check or money order accompanies your order, Digi-Key pays all shipping and insurance (our choice for method of shipping) to all addresses in the U.S. and Canada.

It may take a little longer to get the product, but the shipping is free. 

'nuf said. ;D
