I was wondering what would be the best motherboard for a pc based robot a mini-itx or a micro-atx?

Good morning,
Answering questions about what is "Best" is a little difficult without knowing exactly what it is you are trying to do. If I were to ask what the best vehicle is you would not be able to answer until you knew if I worked on a farm or was an avid weekend racer.
What is it you are trying to do? Do you have a list of requirements?
Best of luck

Well i want the motherboard to very low power consuming as its going to be on a mobile robot. I want it to have up to a max of about 12 sensors and a single grip arm. It will have tank drive with two wheel and a caster. Im basing my design on the Hero 2000 robots. With a few additions like a web cam and such not sure what yet. Probably more like the HeroBot that white box makes.

Why stop at "micro"? There's Nano-ITX and Pico-ITX as well.
